First Nations Cultural Authority Protocol (C09)
Authority means the power to decide, not an invitation to advise after the system is built.
AiiPD's First Nations Cultural Authority Protocol (C09) gives the appropriate place-based cultural authority explicit control over collection, classification, AI use, interpretation, publication, commercial use, correction and withdrawal. It is designed to protect Indigenous Cultural and Intellectual Property while enabling paid, consent-led civic knowledge work on community terms.

AiiPD applies the CARE Principles, Indigenous Data Sovereignty and free, prior and informed consent. Public availability alone does not make culturally sensitive material appropriate to collect, combine or commercialise.

National and international adaptation

International comparison cannot collapse distinct peoples, legal settings or knowledge systems into a generic Indigenous category.

Māori business registers and iwi-based enterprise networks, preserving iwi, hapū and tikanga context.

Elders Civic Knowledge Circles
Cultural authority and civic knowledge work must be paid.
Circles can set sitting fees, cultural review rates, training fees and commercial benefit arrangements. Payment remains due when the advice is not to use an item. Refusal is labour too.
- No unpaid cultural labour or gift-card substitutes.
- Paid roles for Elders, First Nations researchers, community workers and youth researchers.
- Revenue sharing where cultural knowledge contributes to a paid product.
- Recorded conflict, validation, review and withdrawal processes.
Community correction and withdrawal
Public profiles can be claimed, corrected, restricted or removed through a human-reviewed pathway.
Businesses, cultural authorities and communities can identify the affected public record, provide the minimum correction needed, and request contact. No submission silently overwrites verified data or bypasses cultural-authority review.
The fail-closed C09 policy, authority/consent/decision schema, public correction register and briefing publication gate are implemented in this codebase. The additive database schema has not yet been migrated to production; live cultural content remains blocked until the full production schema is reconciled and participating authorities approve the operating protocol.
