Most civic analytics tools are black boxes: they give you a number and hide the reasoning. The DRMC is explainable by design. Outputs distinguish verified evidence, useful indicators, unresolved gaps and recommended next steps; formal claims require source traceability and human review.
It is positioned as an explainable analytic and decision-support environment, not a pseudo-diagnostic scoring system. That is what makes it credible with councils, universities, NGOs and regulated sectors that need structure, evidence and clear review pathways.

Liam Michael Clancy is the founder of AiiPD and developer of the Dynamic Relational Model of Consciousness. His work connects social science, vocational education, civic data, ethical AI, community development and local government benchmarking into practical tools for public-purpose decision making.
The platform is designed to convert public evidence into transparent civic intelligence for councils, candidates, researchers, consultants and community-sector partners, while keeping interpretation source-traceable, reviewable and ethically bounded.
Five integrated functions
The DRMC is simultaneously a philosophical model of consciousness, a relational research method, a practical diagnostic framework, an ethical governance system and a data architecture that connects evidence, dashboards and explainable outputs.
That integration is the point. The same relational logic that underpins the academic work also drives the civic intelligence products, so the analysis a council receives rests on a coherent theory of how communities, institutions and places actually relate, not a loose bundle of indicators.
It applies its 26 domains as a public-purpose analytical canon across systems, sectors and scales, from the individual person through family, organisation, community, council, state and nation to the global system.
The Intelligence Platform
The AiiPD / DRMC Global Local Government Intelligence Platform converts local government evidence into comparative civic intelligence. Records are governed through source, access-date, type and verification fields; material still under review remains visibly distinct from verified findings.
The platform tracks DRMC risk and resilience distribution, the most common civic vulnerabilities (housing affordability, flood risk, urban heat, water scarcity, overtourism) and multilingual publishing capacity across 18 languages.

AiiPD keeps the demographic and economic base visible: population, SEIFA, rent, household income, unemployment and age. The difference is that each place can then connect to social impact, civic risk, resident evidence, source registers and innovation opportunities.

Most council engagement fails not because communities are difficult, but because the process never touches the relational conditions that actually drive trust. The DRMC names what conventional frameworks miss, and shows where engagement breaks down before a project does.

Most AI ethics frameworks ask what a system should be allowed to do. The DRMC asks a harder question: what kind of relational consciousness are we building into our institutions when we automate them? Ethics here is constitutive, not advisory.
Our Method
Every AiiPD output follows the same disciplined method. We make weak evidence visible rather than smoothing it into a score, and sensitive interpretation is reviewed by people with the right authority and context.
Clarify what the council or client actually needs to decide, explain or improve. Not every question needs a benchmark; some need a workshop or a straight advisory opinion.
Use public documents, datasets, engagement records and local context. Every claim traces to a source type, publication context and verification status.
Apply domain analysis across governance, finance, engagement, place and narrative. Identify patterns without pretending uncertainty has disappeared.
No automated output becomes final without analyst review, a named reviewer, version control and a caveat block. Then deliver client-ready reports, briefs and workshops.
A decision-support tool, not a substitute for governance, professional judgement or community consent. AI does not make final civic, ethical or regulatory judgements.
First Nations Country and Community Context
AiiPD recognises that every council area exists on Country.
For this reason, AiiPD intends that every council profile, candidate briefing, mayoral briefing and civic intelligence report will include a First Nations Country and Community Context section wherever relevant public information is available. This may include publicly available information about Traditional Owners, Country, language groups, council Acknowledgements of Country, Reconciliation Action Plans, First Nations organisations, cultural heritage, colonial dispossession, local history, frontier violence, survival and current community priorities.
This material is public-source civic context. It is not cultural verification. AiiPD does not speak for Traditional Owners, Elders or First Nations communities. Where material has not yet been reviewed by appropriate cultural authority, it is marked:
AiiPD welcomes correction, restriction, verification and feedback from Traditional Owners, Elders, First Nations organisations and Aboriginal and Torres Strait Islander community representatives. First Nations authority remains with First Nations people. We do not expect Elders, researchers or cultural advisers to provide unpaid cultural labour: where cultural review, Yarning Circles or community validation are requested, those contributions should be properly funded.
AiiPD is making a free licence pathway available to eligible First Nations organisations, Elders groups, Local First Nations Voice structures and Aboriginal community-controlled organisations that wish to use the database and report structure for their own work.
The licence can be free, but setup, local engagement, cultural review, hosting and operational costs need to be funded through councils, grants, government programs or Indigenous-led product development. First Nations people retain authority over First Nations content, cultural interpretation and community validation.
